VCL is too large, how can we make good ActiveX controls?

VCL is too large, how can we make good ActiveX controls?

Is it possible to make small (under 100k) ActiveX controls for the web,
using BCB3? It seems not.. since it needs its VCL libraries, I can't get
even a compressed OCX (.CAB file) below 400k.

What can be done, if anything?
