Difference between building and running?

Out of my stupidity, can anyone tell me the difference between
building and running?
I am referring to the resulting executable file of a project.
Here's what happen,
I build my project, and it produces an exe file.
then i changed something in the project (ie GUI)
then i rebuild again, and i run the exe.
(I didn't use the Run command in the IDE, i just
double-clicked the exe file in explorer)
and the changes werent there.
but when i use the Run menu in Borland, then the exe is updated.
so its, Build - then Run.
This hasnt happened to me before.
Why do i need to use the Run command, to update the exe file.
Doesnt Build, supposed to do that for me?
