Which Borland Type Libraries (BTL) are needed when?

Which Borland Type Libraries (BTL) are needed when?

The standard set of BDE-file for an installation package includes quite
a few Borland Type Libraries (files with extension BTL). Some of them a
relatively large, like EUROPE.BTL, CEEUROPE.BTL, FAREAST.BTL, JAPAN.BTL.
If you intend to use a 'latin' character set only, can you safely omit
the Asian type libraries. Does the needed type of library also depend
on WIndows settings?
