Delphi 3.0 advantages

I've started a project in 1.0, but now the scope has mushroomed, and porting
the part of the project already completed into 3.0 and continuing from that
point is being looked at. The IS manager wants to know what the benefits,
aside from moving into the 32-bit domain and the inherent performance
increases, are. From an IS manager's perspective, can anyone offer any
suggestions?
