The safest thing would be to find out where either 'http' or '.htm'
point to in the registry:

with TRegistry.Create do
begin
RootKey := HKEY_CLASSES_ROOT;
OpenKey('/http/shell/open/command');
DefaultBrowser := ReadString('');

end;
