How to convert text file to DBASE file(version 3+)

Does anyone know how to convert plain text file to DBASE 3+ file with
DELPHI 3.0?
and also i want to know how to convert plain text file to EXCEL 7.0 file.
help me please!

Unless the text file has some recognizable formatting like comma delimiters,
fixed width fields, etc. all you can really do is write a program that opens
the dBase file, then reads the text file, gets the data for each field, puts
it in the fields and writes each record to the file.

but i mean what i want to know is how to convert structured or comma
dilimited text file to DBASE 3+ file format. with DELPHI 3
i want to know there is any components or sources about the conversion.
or about the file structure of DBASE 3+ file..
help me!
