How to manipulate a DDB-Bitmap using scanline???

How do I manipulate a device-dependent bitmap - i. e.
one created like:

bmp := TBitmap.Create;

but WITHOUT assigning it a pixelformat - using scanline?

Only DIBs have ScanLines
