Tool window stay on top

Does anyone know how to create a "tool window" that stays on top
of the main window, but stays behind any modal windows that is
opened?

Set the tool forms PopupParent property to the main form after you have
created the tool window and before you show it. if you have an older
Delphi version that does not have this property override the
CreateParams method of the tool window and set Params.WndParent to the
main forms handle after having called the inherited method.
