Can i change the border color of TImage?

??? TImages don't have a border. You can certainly _draw_ a border on
a TImage canvas--you can draw anything you want on a TImage canvas.

sory for mistake, i didn't intend the TImage by itself, but any other object
having a border.. is there is a direct way to do that?

The way most components handle this is through the function Frame3D or
the WinAPI function DrawEdge.

Like what kind of object? Different controls have different kinds of
borders. For the most part, you don't have much influence over the way
the borders of the standard Windows controls (TEdit, etc.) are drawn.
