BDE error $251E - An Error occurred while attempting to initialize the BDE

BDE error $251E - "An Error occurred while attempting to initialize the BDE"
occurs during application startup on an XP stand alone PC. The app works
fine on other pc's so we know thats not a problem. We tried uninstalling and
reinstalling the application and BDE with same result. The BDE Error List
reports this as an insufficiant shared memory error, so I tried to increase
the SharedMemSize to 4096 with same result. Does anyone know anything else
I can try?
