Creating a database at runtime

Is it possible to create a (MS Access) database at runtime, if it doesn't
exists?

I am developing a program that stores all the files it opens in a database,
let's say 'files.mdb'. Do I really have to deploy an empty database file or
is it possible to create one? Once I have the database file, I know how to
create the fields I need, so that is not the problem.

As you might have guessed, I am new to database programming. By the way, it
must be done with ADO.
