BUG: D5 does not save RLE graphics correctly

In addition to the problem with Delphi 5 loading RLE graphics, there is an
additional bug when writing the RLE graphic back to disk. It omits to save
the BitmapFileHeader. This bug is in TBitmap.WriteStream. I do not yet have
code that fixes this.

To replicate, apply fix in TBitmap.ReadDIB described in separate message,
load an RLE bitmap, and then save it again:

The saved bitmap will be missing its header and so is not a valid bitmap.
