If you have Delphi 1 through Delphi 4, then you have it on your CDRom
already.

I don't think that anybody is entitled to send you the file.

If you have any version of Delphi through 4 then you have it on your CD ROM.
The updates for the 16 bit BDE are available on Borland's Web site.
