How to create a program group in Win 3,1 and Win95

How to create a program group in Win 3,1 and Win95

I need to create a program group and some items inside in
Win3.1 (Using Delphi 1.0) and Win95 (Using Delphi 2.0)
but I do not know how. In Delphi 2.0 CreateProgmanGroup
shows as unknown identifier.

Any suggestions will help me.
