PROBLEM WITH "ALWAYS ON TOP"

PROBLEM WITH "ALWAYS ON TOP"

I noticed that only main windows can be "always on top" ! Nonmain
windows (opened as modal on normal) with "always on top" feature can
be overlaped with other windows (from other applications too)

Is this a bug or what ?

I use DELPHI 3 where I noticed that ...
