Yes, of course use the following API functions :

auxGetDevCaps, auxSetVolume and auxGetVolume. You will find them in the
file MMSystem.Hlp provided with Delphi or in Win32 developper reference
help file provided with Delphi2.
You can use WaveOutSetVolume and WaveOutGetVolume too...

Try auxSetVolume(UINT uDeviceID, DWORD dwVolume);
