I've received that message on another machine when the directory with BDE
configuration was not on the path (or I was not running from that directory)

I saw this in a FAQ and it solved the problem for me:

1) Remove the "OTRACE"-entry in the registry under "ORACLE".
2) Uninstall "Otrace component services" or whatever it is called using the
Oracle-installer.
3) Reboot.
