How can I use ActiveX DLL written iv VB5 in Delphi 2 or 3.

Delphi 3 has native support for it. Read The {*word*30}ing Manual.
In Delphi 2, it's a bit of a drag and you'd have to learn a lot about
activeX and COM.
A good COM book is Inside Com, Dale E. Rogerson, Mickeysoft press,
ISBN 1-57231-349-8
