How to generate some random dots, making these dots form a three dimensional
image? an example:

For a CAPTCHA ("completely automated public Turing test to tell
computers and humans apart"), or for some other purpose?
You could use a 3D package like GLScene for Delphi, have a plane with a
random spotty texture on it, put a 3D model in front which also has a
spotty texture.
The example image given is very weak for a CAPTCHA: Segmenting the image
by colour will /easily/ separate the arrow from the background, then it
would be a simple matter of matching the resulting shape against known
examples (Generalized Hough transform).
Don't use a different colour for the spots on the 3D model. The human's
perception of the warping in the texture on the arrow will allow them to
recognize the shape, but make it very difficult for a machine to
identify the model.

This static image can be viewed only with special glasses. You can search
some information related to stereoscopic images.
But you can get some interesting results using motion pictures.
I attached (borland.public.attachments) a Delphi project that demonstrates
this. Use mouse buttons and position to control the image.
