Is a .CDS file a database?

Are files with a CDS extension a database (which can be used in Delphi)?

No.  Delphi supports DB's (Paradox) and DBF's (dBase).

A CDS file is probably a file used/created by the TClientDataSet component
in Delphi CS.

So it is a database file, albeit a Borland proprietary one AFAIK, but you
would need a CS version of Delphi 4 (and presumably 5 as well) to make any
use of it.
