QC #14021: Give the BDS IDE it's own project area seperate from the individual products

(What follows is the report description).
Right now each product (Delphi, Delphi.NET, C++Builder, and C#Builder)
has their own subcategories for the IDE. As Borland has moved towards a
system of including everything in the box (and under the same IDE) it
makes sense that the IDE (BDS.exe) should receive it's own project area.
This would make it simpler to search for bugs, simpler for people who
want to vote for bugs, and simpler for Borland to have one place for
all IDE reports to go to.
Product specific areas may be necessary underneath the basic IDE/BDS
project (since certain features are only available with certain
languages or are specific to a certain language/product).

Hopefully what's being requested makes sense. :P If anyone has any
suggestions for changes (either in wording, or the suggestion itself in
particular) feel free.

It does, but the problem is, if you want for things to keep getting
promoted to Borland's internal system, QC hierarchy must match the
internal system's.
And if you want to get the internal system to change, that's a request
much harder to get done.

But just because it's harder doesn't make it less right. :P Without
knowing how Borland operates internally though, it makes it hard to
make a case for doing this (or for that matter, to judge for oneself if
it even makes sense to try and make a case).
