This is marked as fixed in Delphi 2006, as of 10/7/2005,
but we are still running into it. It is still reproducable
with our copy of BDS2006 using the code in the description.
It says Resolved in Build : 10.0.2106.
We are running 10.0.2151, so we should have the fix.

If 14972 is fixed, then 14973 should be too, but it is
only marked as reported.

This is because 14973 looks to be caused by 14972.

I can't see how 14972 could be fixed without 14973 being fixed as well.
